Austria-Hungary made its ultimatum to Serbia on 23 July; in advance of Serbia replied, Russia ordered a mystery, but found, partial mobilisation of its armed forces. However Russia's military leadership realized they weren't but solid adequate for just a common war, they believed that the Austro-Hungarian grievance towards Serbia was a pretext orch
